Police arrested a man who allegedly started a fire in his apartment building Monday.
Illya Kobzaryuk, 43, was charged with arson.
The fire started at 5:20 p.m. on the second floor of a three-story building on West Fourth Street near Avenue O.
One resident was treated for minor injuries.
